build: Update build libtiff-4 dependency
...
libtiff-4 was released about 10 years ago, and includes pkg-config.
Instead of checking the headers to detect a version >=3.6 we can
just ask for libtiff-4 availability.

Remove c++ dependency, and use only C
...
ev-poppler.cc was the remaining file depending on C++, but it is
C code. If in the future we need C++ to access Poppler, it can
be changed back.

...
Most annotations can have content associated (e.g. a comment
on a highlighted text, the comment inside a post-it like note).
We dislpay that content in the sidebar, as it is saves times to
the user, and it is convenient to have there for revision.
That is, without the user going annotation after annotation to
review each content.
