`scrollIntoViewIfNeeded` is nested within `scrollIntoView`. The latter method is outdated and the way to access the different ways to call `scrollIntoViewIfNeeded`. Instead of using that method, this CL directly exposes `scrollIntoViewIfNeeded`.
