4c881188b2 Disable the .whereType method until generic methods are turned on. 
The whereType method silently does the wrong thing without methods,
so make it throw until we turn them on everywhere.

675048d0b6 Add pragma class to dart:core. 
This class can be used to annotate declarations with
tool specific hints.

For example @pragma('vm:extern') can tell that a method is invoked from
outside (e.g. via VM C API), which informs Kernel based tools not to
tree-shake this method.

3cd62c4b74 [dart:core] Adds @Provisional annotation 
@Experimental is already defined in dart:html. Adding the same
annotation to dart:core breaks the build. Removing the annotation from
dart:html and adding it to dart:core is a breaking change, e.g.
if someone has said "import 'dart:html' show Experimental".

This annotation is for use in the upcoming dart:standalone with
the waitFor(Future f) function:

53908b0790 Remove warning for "is" checks with generic type parameters. 
The analyzer used to emit a warning when a type parameter to a generic
method was used in an "is" check.  This warning was there to help
users write code that worked correctly on both Dart 1.0 and 2.0.  Now
that 2.0 generic methods are being more broadly supported and used,
this warning is blocking further library work, and is being removed.

757d806b36 Add type parameter to Isolate.spawn. 
This is a strong mode migration that was missed in the earlier rounds.
It allows use of functions that have a more restricted argument type than Object in strong mode
while still ensuring that the argument has a correct type.

2948f8c1b7 Reland: [dart:io] Moves Http code into a separate library. 
This moves Http code into dart:_http. dart:io then imports and
re-exports dart:_http. This is the first stage of moving
dart:_http into its own pub package.

This CL was reverted due to a failure in the Flutter engine build
which happened due to an incomplete change in gen_snapshot.cc, and to
update sdk/lib/libraries.yaml and sdk/lib/libraries.json

006c22d0a2 Re-remove ad hoc Future.then inference. 
Ad hoc inference for Future.then (and overrides) was kept in place for
an extra release cycle to allow code that implemented the Future
interface to work both before and after the transition to using
FutureOr for the callback return type.  This CL removes support for
this ad hoc inference.

b3093ecee6 [dart:io] Move Platform.ansiSupported to {Stdin,Stdout}.supportsAnsiEscapes 
On Windows, some Windows 10 builds support only ANSI output, but not
input, so these need to be separated.

I'm also improving the detection on Mac and Linux to avoid hardcoding
the result. Instead, supportsAnsiEscapes will be true if isatty() and
the TERM environment variable contains the string 'xterm'.

dd561d513b Add Uri.isScheme test function. 
Allows checking the scheme of a URI against a known value.
Example: `uri.isScheme("http")`.
Has two advantages over `uri.scheme == "http"`:
* It's case insensitive, so you can do `uri.isScheme("HTTP")` as well, and
* for simple URIs, it doesn't need to allocate a new string.

8daf4cfb73 Get the basics of deferred libraries working. 
References to loadLibrary on a library prefix are compiled to a
helper function that returns a Future that always completes
successfully.

The deferred libraries aren't actually deferred, but code that uses
loadLibrary() now doesn't barf.

139db22be5 Use OS-provided trusted root certs on Linux 
First, the look for trusted root certificates
in standard locations on the file system
(/etc/pki/tls/certs/ca-bundle.crt followed by
/etc/ssl/certs), and only if these do not exist
will we fall back on the compiled-in trusted root
certificates. This behavior can be overridden
with the new flags --root-certs-file and
--root-certs-cache.

b990bc3794 Fix native extension lookup 
This CL allows native extension lookup to defer to the platform's
library lookup (e.g. dlopen) when the library cannot be found next to
the importing Dart library. It also allows dart-ext: to accept an
absolute path to the native library.

aa38062a23 Add WebSocket.addUtf8Text to allow sending pre-encoded text without a round-trip UTF-8 conversion.
