The standalone VM originally began statically linking tcmalloc to work around bugs in the system malloc for Fiber. Main change is around removing our custom syntax which allows
to read markdown files directly on GitHub:
* instead of using custom link format `@{xref}` we start
using normal links. For example, [`dart::ThreadPool`][] is
understood as a ref to `dart::ThreadPool` class declaration.
`build.py` script injects an xref section at the end of
each markdown file.
* similarly we don't use custom syntax for admonitions, but
instead use blockquotes. `build.py` detects block quotes
which start with a marker like `**Note**` and renders
then in a custom way.
This CL also drops dependency on cquery and instead rewrites
indexing in pure Python via libclang.

In dartfuzz_api_table.dart, both `DartType.VOID` and `DartType.VOID_NULLABLE` are added to the Map keys. At runtime, the last value for a given key wins, so I removed the `DartType.VOID` key-value pair.
In gen_api_table.dart, both `assertionErrorEncoding` and `errorEncoding` are added to the Map keys. At runtime, the last value for a given key wins, so I removed the `assertionErrorEncoding` key-value pair.
This CL should be a no-op.

The CFE rewrite for structs, unions, and abi-specific integers is now
done on the extension methods.
The other native types are implemented in the extension methods
directly.

This deprecated class cannot be removed just yet because
we still need to throw something in case of cyclic initialization
in Dart legacy libraries (which are still supported).
Class CyclicInitializationError is copied for each implementation
(VM, dart2js and DDC) and made private. Each implementation now has
an independent private class which can be removed separately.

- Flip flag to make strong null safety the default
- Remove code that auto detects null safety mode from source files,
it is necessary to specify --no-strong-null-safety to opt out.
- Retains sniffing of AOT/JIT snapshots and kernel files to determine
null safety mode, the opt out has to be done when generating these
file.

Unlike retained size, owned size is a partitioning, so it can be naively summed. This replaces an almost quadratic step with a linear step.

This CL adds an interactive command line tool to analyze
heapsnapshots generated by the Dart VM.
The tool works by operating on sets of objects. It supports operations
like users, transitive closure, union, ...
An example usage that loads snapshot, finds all live objects, finds
the empty lists in them and prints retainers of the empty lists:

It should not be necessary to ever run `pub get` for a package which is
not published. All packages used in the SDK are controlled by a single
package config, so it's not necessary to declare versions or paths for
any packages.
Remove all dependency overrides.
