The current implementation of Crypto::GetRandomBytes on Windows calls
`rand_s` repeatedly until the buffer is completely filled. However,
`BCryptGenRandom` already provides the similar functionality to fill the
whole buffer at once and thus there is no need to maintain a handcrafted
implementation any more.

Since the flag is now enabled by default, there should be no mention of it.
There are still some uses in front_end/testcases that are not just removable
(it also uses `no-non-nullable`). There migth be more uses that are not
as easily found as grepping for `--enable-experiment
Removes two VM tests where fixing them meant they were just duplicating
the corresponding non *_2/ tests.

Because of the amount of corner cases in the calling conventions that
need to be covered, the tests are generated, rather than hand-written.

The sources assignment filter is considered a misfeature of gn
and is planned for removal (see discussion at [1]).
Convert dart BUILD.gn rules to manually filter the files that
are build using explicit `if` expressions. Remove obsolete call
to set_sources_assignment_filter() to filter '*_test.*' files
as no such files are present in the variables used to build the
`sources` value.

Newer GN doesn't allow `*.framework` elements in `libs`. It
requires using `frameworks` instead. The toolchain definitions need
to pass the new substituted variable to the link to make use of the
new required way to express these dependencies.

Platform.operatingSystemVersion on MacOS/iOS returns the version of the
kernel. It should instead returns system version.
This cl will try to use recently added "kern.osproductversion" to get
the system version. If it failed, try to read from "SystemVersion.plist".
Falls back to original kernal version if none of them succeed.

Adds a new SDK hash to kernels and the VM which is optionally checked
to verify kernels are built for the same SDK as the VM.
This helps catch incompatibilities that are currently causing
subtle bugs and (not so subtle) crashes.
The SDK hash is encoded in kernels as a new field in components.
The hash is derived from the 10 byte git short hash.
This new check can be disabled via:
tools/gn.py ... --no-verify-sdk-hash
This CL bumps the min. (and max.) supported kernel format version,
making the VM backwards incompatible from this point back.
This also bumps the min. and current ABI version.

This CL introduces dart_api_dl.h which exposes a subset of dart_api.h
and dart_native_api.h for dynamic linking at runtime through the FFI.
Dynamic linking is done through including dart_api_dl.cc in a shared
library and passing NativeApi.initializeApiDLData to the init function.
This CL also includes Native API versioning to deal with possible
version skew between native api version against which native libraries
are compiled and the version in the DartVM the code is run on.
The subset of symbols in the CL includes handle related symbols, error
related symbols, handle scope symbols, and native port sumbols.

The flutter engine DEPS got new icu/boringssl so this CL can safely
land and roll into engine. A small change is made in Patchset 1..3.
This removes special logic for creating the `dart-sdk` we distribute
which used to build release and product mode and copied some binaries
from the latter into the former, before the SDK was actuallly ready to
test and distribute.
This changes the GN build rules to build the necessary
gen_snapshot/dart_precompiled_runtime product binaries during the normal
release build.
Normally during --mode=product builds the global build config in
//build/config/BUILDCONFIG.gn will set `-fvisibility=false`.
=> Doing so results in much smaller binaries - because only explicitly
exported symbols are visible, the rest can be tree shaken by the linker.
Since we are building --mode=release, the `-fvisibility=false` will not
be set. In order to set the flag for the 2 special product-mode binaries
we need to add -fvisibility=hidden manually, in:
* dart_product_config: Which is used for compiling VM sources.
* 3rd party double-conversion library
* 3rd party boringssl library
* 3rd party icu library

- Flips the flag from --nnbd to --no-nnbd so that by default it builds
the NNBD version
- using the --no-nnbd flag results in the SDK being built in a
directory which has the 'Legacy' suffix added to it
(e.g: out/DebugX64Legacy)
- the '--enable-experiment=non-nullable' flag still needs to be passed
in during execution so that CFE runs in that mode. This is different
from the 'null_safety' flag

The `tests/ffi/prepare_flutter_bundle.dart` script will try to discover
all synchronous, positive test from the "ffi" test suite, rewrite them
slightly and output a directory which can be used in a flutter/flutter
FFI integration test.
We split the ffi test functions into two parts, because a subset of the
C functions will issue calls to the VM via `dart_api.h`, which is not
available for the flutter/flutter integration test.
=> We make `runtime/bin/ffi_test/ffi_test_functions.cc` a pure C
library, usable without `dart_api.h` and move the remaining VM
specific code to .../ffi_test_functions_special.cc contains.
All tests from `tests/ffi/*_test.dart` will be included in the generated
bundle, which
* don't use async/isolates
* don't rely on VM api
* don't rely on DynamicLibrary.{process,executable}
* don't take too long to execute
The script can be used as follows:

The goal of this change is to make it possible to start iterating on nnbd tests
for DDC. This keeps the current philosophy of keeping NNBD and non-NNBD build
configurations separate, except that NNBD builds are allowed to consume library
sources from the non-nnbd sdk.
This change addresses the first set of errors that are encountered when trying
to build a fully NNBD configuration:
* CFE has issues with type promotion, for that reason we remove
`--enable-experiment=non-nullable` in vm build rules, and we use a smaller
training data when creating the dartdevc app-jit snapshot.
* We'd hit compile-time errors with nnbd libraries with inconsistent
patchfiles. To avoid that, the libarries.json points to the non-nnbd SDK
sources for most dart:* libraries.
