In most cases, usage does not return, so mark them as __dead2. For the
cases where they do return, they have not been marked __dead2.

The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch
up to that fact and revert to their recommended match of BSD-2-Clause.

This is a minor cosmetic change; re-organize slightly to set tmpdir to
_PATH_TMP if we didn't otherwise have a tmpdir candidate, then check the
trailing char before appending another slash.
While we're here, remove some bogus whitespace and add a test case for
this change.

This matches other mktemp implementations, including OpenBSD and GNU.
The -p option can be used to provide a tmpdir prefix for specified
templates. Precedence works out like so:
-t flag:
- $TMPDIR
- -p directory
- /tmp
Implied -t flag (no arguments or only -d flag):
- -p directory
- $TMPDIR
- /tmp
Some tests have been added for mktemp(1) in the process.

Our mktemp(1) implementation uses 8-X for a temp file by default.
That's ok, but we should increase the value from 8 to 10 as
many other OS already did.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.
The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.
No functional change intended.
Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

with upper and lower case letters from the English alphabet. Change
the number of possible file names mktemp will return from 26**6
to (10+26+26)**6 instead. This keeps things consistent with mkstemp(3)
The old version lists all args as optional.
However, you need at least one arg to get a usable result.
