Ryan Macnak fbcacd7c05 Reapply "[vm] Streamline Zones."
Fix imprecision in Zone::SizeInBytes that was finally noticed by vm/cc/AllocateZone because the size of the initial inline buffer changed.

  • Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
