Huw D M Davies e39b676ae9 Implement DocumentProperties, DeviceCapabilities, beginnings of
Open/Get/ClosePrinter.  Additions to PSDRV_DeviceCapabilities.
Split off WINSPOOL into its own directory.
Several functions added to DC_Funcs.
