Martin Wilck 6d886a52b3 - Allow setting NetBIOS ComputerName through registry.
- Keep old behavior as default, using new config option to change.
- Implement SetComputerName(), SetComputerNameEx(),
  GetComputerNameEx().
- ComputerName initialization moved to kernel32.
