8d4d7b267d crypt32: CertGetPublicKeyLength should check only cert encoding type. 
pktextract calls CertGetPublicKeyLength with dwCertEncodingType
of X509_ASN_ENCODING | PKCS_7_ASN_ENCODING, MSDN explicitly
allows it.
