Stubs for IDirectInputEffect and IDirectInputDevice2A methods,

as well as AddRef(), GetCapabilites(), EnumObjects(),
GetProperty(), GetObjectInfo(), GetDeviceInfo(), Initialize(),
and RunControlPanel() for IDirectInputDevice.
