tmpfiles: Try to take a BSD lock on files as well
...
Similar to what we do for directories, just before we remove a file,
let's try to take a BSD lock on it. If that fails, skip removing the
file.

docs: add spdx tags to all .md files

I have no idea if this is going to cause rendering problems, and it is fairly
hard to check. So let's just merge this, and if it github markdown processor
doesn't like it, revert.

man: use paragraphs in descriptions of /tmp and /var/tmp
...
We have three somewhat separate ideas: what the directory is for, what $TMPDIR is for, and security considerations.
Let's use paragraphs.
Also, conjunctions in titles aren't capitalized usually.
