Paolo Bonzini 6ca9f7fedb docker: allow customizing Travis global_env variables 
This is useful so that we can do builds at higher than -j3 when running
travis.py locally.

Fam Zheng d5bd789198 docker: Add travis tool 
The script is not prefixed with test- so it won't run with "make docker-test",
because it can take too long.

Run it with "make docker-travis@ubuntu".
