Except helper_load_pcc(), all helpers from sys_helper.c
are system-emulation specific. In preparation of restricting
sys_helper.c to system emulation, extract helper_load_pcc()
to clk_helper.c.

Finish the convertion started with commit de6cd7599b
("meson: Replace softmmu_ss -> system_ss"). If the
$target_type is 'system', then use the target_system_arch[]
source set :)

We use the user_ss[] array to hold the user emulation sources,
and the softmmu_ss[] array to hold the system emulation ones.
Hold the latter in the 'system_ss[]' array for parity with user
emulation.

Similar to hw_arch, each architecture defines two sourceset which are placed in
dictionaries target_arch and target_softmmu_arch. These are then picked up
from there when building the per-emulator static_library.
