target/arm: Convert Neon VDUP (scalar) to decodetree

Convert the Neon VDUP (scalar) insn to decodetree.  (Note that we
can't call this just "VDUP" as we used that already in vfp.decode for
the "VDUP (general purpose register" insn.)
