Thomas Huth b13d3580ee KVM: s390: Add the SIGP order CONDITIONAL EMERGENCY SIGNAL
This patch adds the missing SIGP order "conditional emergency
signal" by calling the "emergency signal" SIGP handler if the
required conditions are met.
