Most uses of what was perf_cpu_map__empty but is now perf_cpu_map__has_any_cpu_or_is_empty want to do something with the CPU map if it contains CPUs. Replace uses of perf_cpu_map__has_any_cpu_or_is_empty with other helpers so that CPUs within the map can be handled.
