Andy Shevchenko ba1aff67f9 chipidea: pci: register nop PHY
Since PHY for ChipIdea is optional (not all SoCs having PHY for ChipIdea should
be programmed), we register 'nop' PHY for platforms that do not have
programmable PHY.
