Rename all USB drivers with their own directory under
drivers/media/video into drivers/media/usb and update the
building system.

Various gspca-subdrivers have a JPEG quality control which only changes
the quantization tables in the JPEG headers send to user-space without
making any changes to the settings of the bridge. Remove these bogus / wrong
controls.

We intend to eventually port all sub-drivers to the control-framework. At
which point it will make more sense to have the ctrl_handler in gspca_dev
then to have it in the subdrivers. Lets move it there now, to avoid a lot
of work to move it later.

This converts the drivers in drivers/media/* to use the
module_usb_driver() macro which makes the code smaller and a bit
simpler.
Added bonus is that it removes some unneeded kernel log messages about
drivers loading and/or unloading.
