drm/amd/display: mark dml31's UseMinimumDCFCLK() as noinline_for_stack

So, since UseMinimumDCFCLK() consumes a lot of stack space, mark it as
noinline_for_stack to prevent it from blowing up
dml31_ModeSupportAndSystemConfigurationFull()'s stack size.
