Staging: tm6000: silence Sparse warning "dubious: !x | !y"

Browse source 
Bitwise and logical or are the equivalent here, so this doesn't affect
runtime, but logical or was intended.  The original code causes a
warning in Sparse:  "warning: dubious: !x | !y"
