ocfs2: Fix Q_GETNEXTQUOTA for filesystem without quotas

When Q_GETNEXTQUOTA was called for filesystem with quotas disabled
ocfs2_get_next_id() oopses. Fix the problem by checking early whether
the filesystem has quotas enabled.
