Revert "crypto: remove CONFIG_CRYPTO_STATS"

This reverts commit 2beb81fbf0.

While removing CONFIG_CRYPTO_STATS is a worthy goal, this also
removed unrelated infrastructure such as crypto_comp_alg_common.
