lib/Kconfig.debug: remove more CONFIG_..._VALUE indirections

Browse source 
As in "kernel/panic.c: remove CONFIG_PANIC_ON_OOPS_VALUE indirection",
use the IS_ENABLED() helper rather than having a hidden config option.
