libperf cpumap: Rename perf_cpu_map__dummy_new() to perf_cpu_map__new_any_cpu()
Rename perf_cpu_map__dummy_new() to perf_cpu_map__new_any_cpu() to better indicate this is creating a CPU map for the perf_event_open "any" CPU case.
