* VERSION (_MAKE_VERSION): 20230208
Merge with NetBSD make, pick up
o var.c: always use SCOPE_GLOBAL for :_ to avoid problems
when it has been used within conditional expressions
* install-sh: if making directories ensure umask is set
to match mode.
* Makefile: use DIRMODE for directories and
NONBINMODE for man pages and mk files
