Remove core system call implementations and documentation to lib/libsys
and lib/libsys/<arch> from lib/libc/sys and lib/libc/<arch>/<sys>.
Update paths to allow libc to find them in their new home.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

getlogin_r is specified by POSIX to to take a size_t len, not int. Fix our
version to do the same, bump the symbol version due to ABI change and
provide compat.
This was reported to break compilation of Ruby 2.8.
Some discussion about the necessity of the ABI compat did take place in the
review. While many 64-bit platforms would likely be passing it in a 64-bit
register and zero-extended and thus, not notice ABI breakage, some do
sign-extend (e.g. mips).

Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

Stop calling system calls "function calls".
Use "The .Fn system call" a-la "The .Nm utility".
When referring to a non-BSD implementation in
the HISTORY section, call syscall a function,
to be safe.
interface was based on a draft version of POSIX whereas the final
(1996) version of POSIX specified that the error is returned.
While I'm here, fix getlogin_r so that it works for more than just
the first time it's called.

instead of explicitly specifying the version in the text
in a bunch of man pages.
explicit that it is global to the entire "session", and that setsid() or
daemon() are need to have been called at some point.
The most notable offender of setlogin() misuse is XFree86's xdm.
