Warner Losh 32e86a82f5 sbin: Automated cleanup of cdefs and other formatting
Apply the following automated changes to try to eliminate
no-longer-needed sys/cdefs.h includes as well as now-empty
blank lines in a row.

Remove /^#if.*\n#endif.*\n#include\s+<sys/cdefs.h>.*\n/
Remove /\n+#include\s+<sys/cdefs.h>.*\n+#if.*\n#endif.*\n+/
Remove /\n+#if.*\n#endif.*\n+/
Remove /^#if.*\n#endif.*\n/
Remove /\n+#include\s+<sys/cdefs.h>\n#include\s+<sys/types.h>/
Remove /\n+#include\s+<sys/cdefs.h>\n#include\s+<sys/param.h>/
Remove /\n+#include\s+<sys/cdefs.h>\n#include\s+<sys/capsicum.h>/

Warner Losh 4d846d260e spdx: The BSD-2-Clause-FreeBSD identifier is obsolete, drop -FreeBSD
The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch
up to that fact and revert to their recommended match of BSD-2-Clause.

Pedro F. Giffuni 1de7b4b805 various: general adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

No functional change intended.

Ed Schouten 1efe3c6b58 Add missing static keywords for global variables to tools in sbin/.
These tools declare global variables without using the static keyword,
even though their use is limited to a single C-file, or without placing
an extern declaration of them in the proper header file.

Poul-Henning Kamp 1964f79ab3 Remove filtering on major device number. These are assigned randomly
these days so filtering on them makes no sense other than as a foot-shooting
device.

Peter Grehan 5cfe0423e6 Userland signed char fixes for PPC build. Problems were using a char
return for getopt() and comparing to -1, ditto with fgetc() and EOF,
and using the kg_nice value from <sys/user.h>

Dima Dorfman 072af15128 Implement this (quoted from the updated man page): If the first token
of a rule specification is a single dash (``-''), rules are read from
the standard input and the rest of the specification is ignored.

Dima Dorfman a1dc209638 Introduce the DEVFS "rule" subsystem. DEVFS rules permit the
administrator to define certain properties of new devfs nodes before
they become visible to the userland.  Both static (e.g., /dev/speaker)
and dynamic (e.g., /dev/bpf*, some removable devices) nodes are
supported.  Each DEVFS mount may have a different ruleset assigned to
it, permitting different policies to be implemented for things like
jails.
