	o ignore '.POSIX:' if not in first non-comment line
	of Makefile as specified by POSIX.
	add unit-tests for above.

Features of interest:

Allow setting target local variables (similar to gmake)

In META_MODE .MAKE.META.CMP_FILTER can be used for filtering commands
before comparion.

contrib/bmake/mk/cc-wrap.mk is an example of using these

Add support for ${.SUFFIXES} as read-only variable.

Fix memory leak in cond.c

Punt on write errors - ENOSPC etc.

Lots of code refactoring, rework to reduce memory allocations.

More unit-tests.
