Christian Brueffer 14e58b2aed Back out the fan control changes that were merged in revision 1.2.2.5. 
The necessary changes to the driver haven't been merged yet, which won't
happen before 6.1-RELEASE.

Marcel Moolenaar 6174e6ed12 Add scc(4), a driver for serial communications controllers. These 
controllers typically have multiple channels and support a number
of serial communications protocols. The scc(4) driver is itself
an umbrella driver that delegates the control over each channel
and mode to a subordinate driver (like uart(4)).
The scc(4) driver supports the Siemens SAB 82532 and the Zilog
Z8530 and replaces puc(4) for these devices.

John-Mark Gurney 06f40e9610 document the tty files that uart(4) provides like sio(4) and pty(4) both 
do..  This copies only part of the FILES section from sio(4)....

We might want to make tty(4) document the files provided, and have each of
these document the characters that it uses...

- IPX library (libipx)
- IPX support in ifconfig(8)
- IPXrouted(8)
- new MK_NCP option

New MK_NCP build option controls:

- <netncp> and <fs/nwfs> headers
- NCP library (libncp)
- ncplist(1) and ncplogin(1)
- mount_nwfs(8)
- ncp and nwfs kernel modules

User knobs: WITHOUT_IPX, WITHOUT_IPX_SUPPORT, WITHOUT_NCP.

[1] <netsmb/netbios.h> unconditionally uses <netipx> headers
so they are still installed.  This needs to be dealt with.
