Ruslan Ermilov d82881651b - Properly build both crypto and non-crypto versions of the 
package management tools.

- Drop redundant dependency of pkg_create(1) and pkg_delete(1)
  on crypto libraries now that they do not link with libfetch.

David E. O'Brien 90e655ea4e Perform a major cleanup of the usr.sbin Makefiles. 
These are not perfectly in agreement with each other style-wise, but they
are orders of orders of magnitude more consistent style-wise than before.

Bill Fumerola 33b668b529 Welcome pkg_version into the FreeBSD source tree. 
pkg_version (as you may well know) matches the existing packages/ports
installed on your system with the ports INDEX and reports which
ports differ from the current INDEX.
