Convert <, > and & into &lt;, &gt; and &amp; in port names, COMMENT and

DESCR files when building README.html .
Don't use control characters in sed statement.

Problems reported by "Chris G. Demetriou" <cgd@pa.dec.com> in NetBSD PR
