Import bmake-20181221

Browse Source 
o parse.c: ParseVErrorInternal use .PARSEDIR
  and apply if relative, and then use .PARSEFILE
  for consistent result.
o var.c: avoid SEGFAULT in .unexport-env
  when MAKELEVEL is not set
