pkgbase: create package with SRCRELDATE not OSRELDATE as OSVERSION

In 188fe88ec5 OSVERSION has been set
to OSRELDATE which is the RELDATE of the building OS while we wanted
to use SRCRELDATE which is the RELDATE of the target system
