* Update `gravitational/protobuf` fork tag
Previously we were not referencing a tag, instead we were referenced to a commit on this branch: https://github.com/gravitational/protobuf/tree/dmitri/merge-values
Previously versioned `1.3.2` it was thought that this branch contained the fix for `Skippy Peanut Butter` CVE: https://nvd.nist.gov/vuln/detail/CVE-2021-3121
However that was not the case, so the following was performed:
* A `teleport` branch was created on `protobuf` from the upstream v1.3.2 tag
* Our custom commits were cherry-picked in (the Clone Merger functionality added, codeql config, and dependency-review config)
* It was pushed as tag `v1.3.2-1` to our fork (as seen in this change)
* Update protobuf tag to v1.3.2-teleport.1

* Restore Kubernetes Integration tests
This PR re-enables the Kubernetes integrations tests using a KinD
(Kubernetes in Docker) cluster.
New steps have been introduced to GitHub's Integrations (Non-Root)
Action that configure the KinD cluster using
[`helm/kind-action`](https://github.com/helm/kind-action ) and do some
network configurations allowing the container where tests run to connect
to the KinD control plane.
This PR also fixes some of the tests and fixes a bug that affected
joining operations when the target service was a legacy kubernetes
proxy. Some improvements will be introduced in future patches to improve
the logic and reduce the time required for the tests to run.

fix: truncate YubiHSM2 key IDs ( #25370 )

YubiHSM2 only supports 16 bit CKA_IDs for keys, while most other HSMs
support much longer IDs.
The Teleport HSM support implementation has always used UUIDs for CKA_IDs
by default, and the YubiHSM2 PKCS#11 module has silently truncated them.
We had a weird hack to avoid collisions, but otherwise everything has worked.
In Yubico's 2023.01 release of their PKCS#11 module, they added some
apparent support for longer IDs through the use of "Meta Objects" stored
as `opaque-data` objects on the device.

object is called with CKA_ID and/or CKA_LABEL values that are longer
than 2 and 40 bytes respectively
The problem with this change is that the Authentication Key we recommend
users to create in our docs does not have the necessary Capabilities to
create or read `opaque-data` objects, so key creation and lookup fails.
The change in this commit detects Yubico HSMs (YubiHSM2 is the only one
currently supported) and truncates CKA_ID values to two bytes, to avoid
the Meta Objects altogether.
If you originally create the Authentication Key with the necessary
Capabilities to read/write `opaque-data` objects then everything works
without this change, but existing customers would be forced to do a
tricky migration, so I opted to avoid that path.

This PR adds a new Action for the AWSOIDC Integration: ListDatabases
The goal of this action is to provide the User a list of RDS Databases
from which the User will pick one to be added as a Teleport Database
Resource.
This way, the user doesn't need to copy/paste DB name, endpoints and
labels.
Before being able to call this action, the User has to set up an AWS
OIDC integration.

* refactor SFTP backend to use upstream dep, not our fork
This change also greatly reduces the number of SFTP audit logs.
Now SFTP events are only sent when files are opened or modified
in any way, instead of for *every* SFTP request.
* added to SFTP integration test
* fix error when handling setstat on dirs
* fix linter warning
* move file/dir permission constants to lib/defaults package
