Add PyBluez to Dockerfile (#3423)

* Add PyBluez to Dockerfile

Adds PyBluez to Dockerfile so people using Docker can run Bluetooth
devices

* Remove pip install of pybluez

Pybluez will be installed automatically when the Bluetooth device
tracker is enabled
