Brian Anderson 8d7863fad0 configure: Add --disable-manage-submodules switch 
This will keep configure/make from updating submodules, which becomes
very annoying when you are working on LLVM

Austin Seipp 83413b59a0 Prioritize GCC over Clang if CFG_ONLY_GCC is set. 
On OS X I'd rather just be able to use GCC instead of the clang
builds I use/play with.
