This fixes https://github.com/rust-lang/wg-cargo-std-aware/issues/53 Now users will be able to do: ``` cargo build -Zbuild-std=core -Zbuild-std-features=compiler-builtins-mem ``` and correctly get the Rust implemenations for `memcpy` and friends.
