Refactor emit_diagnostic.

- Combine two different blocks involving
  `diagnostic.level.get_expectation_id()` into one.
- Combine several `if`s involving `diagnostic.level` into a single
  `match`.

This requires reordering some of the operations, but this has no
functional effect.
