Rollup merge of #108480 - Zoxc:rayon-tlv, r=cuviper

Use Rayon's TLV directly

This accesses Rayon's `TLV` thread local directly avoiding wrapper functions. This makes rustc work with https://github.com/rust-lang/rustc-rayon/pull/10.
