Auto merge of #38464 - clarcharr:ip_cmp, r=sfackler

PartialEq and PartialOrd between IpAddr and Ipv[46]Addr.

PartialEq was rather useful, so, I figured that I'd implement it. I added PartialOrd for good measure.
