It appears calling GetFileInformationByHandleEx with FILE_ATTRIBUTE_TAG_INFO fails on FAT file system. FAT does not support symlinks, so assume there are no symlnks when GetFileInformationByHandleEx returns ERROR_INVALID_PARAMETER.
