Add a skip for this test that effectively disables it for 32-bit platforms,
so as to not run into timeouts or OOMs on smaller machines.
Fixes#64789.

Range over integer is enabled now without the GOEXPERIMENT. The
GOEXPERIMENT is only for range over func. Rename it to rangefunc.

Add compiler support for range over functions.
See the large comment at the top of
cmd/compile/internal/rangefunc/rewrite.go for details.
This is only reachable if GOEXPERIMENT=range is set,
because otherwise type checking will fail.
For proposal #61405 (but behind a GOEXPERIMENT).
