12795c02f3 cmd/link: deprecate -X name value in favor of -X name=value
People invoking the linker directly already have to change their scripts
to use the new "go tool link", so this is a good time to make the -X flag
behave like all other Go flags and take just a single argument.

The old syntax will continue to be accepted (it is rewritten into the new
syntax before flag parsing). Maybe some day we will be able to retire it.

Even if we never retire the old syntax, having the new syntax at least
makes the rewriting much less of a kludge.

9b5444420c test: move linkx and sinit to run.go
The remaining run-only tests will be migrated to run.go in another CL.

This CL will break the build due to issues 8746 and 8806.

f6fc14094a cmd/ld: don't automatically mark symbols created by -X as reachable
This fixes the bug in which the linker reports "missing Go
type information" when a -X option refers to a symbol that is
not used.

Fixes #8821.

cd22afa07b test: expand run.go's errorcheck, make clear which bugs run
Today, if run.go doesn't understand a test header line it just ignores
the test, making it too easy to write or edit tests that are not actually
being run.

- expand errorcheck to accept flags, so that bounds.go and escape*.go can run.
- create a whitelist of skippable tests in run.go; skipping others is an error.
- mark all skipped tests at top of file.
