os/signal: fix a deadlock with syscall.AllThreadsSyscall() use

The syscall.AllThreadsSyscall() fixup mechanism needs to cooperate
with signal handling to ensure a notetsleepg() thread can wake up
to run the mDoFixup() function.

Fixes #43149
