cmd/compile: initialize Decldepth in all cases

Previously, on encountering Func.Nname.Type == nil, typecheckfunc()
returned without initializing Decldepth for that func. This causes
typecheckclosure() to fatal. This change ensures that we initialize
Decldepth in all cases.

Fixes #17588.
