This is a reland of https://dart-review.googlesource.com/c/sdk/+/151163. The reported problem is a mismatch between actual behavior and description. The original cl tried to fix the bahavior but it broke many external users. Given the fact that the old behavior has been widely accepted and used, updating comments might be the correct thing to do. This cl will update the description of toString() to be sync with its behavior.
