Pins DWDS to 5ad79c240b
which is necessary to unblock Dwds rolls due to this change to the LoadStragegy interface:

https://github.com/dart-lang/webdev/pull/2270, which is a breaking change to google3.

  • Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
