Dart_LoadKernel is only used in Flutter engine and dart_runner, where it is always used as Dart_LoadKernel(Dart_ReadKernelBinary). These uses should be replaced with Dart_LoadScriptFromKernel. Dart_LoadLibraryFromKernel is needed for loading split kernel files and implementing IsolateMirror.loadUri.
