Allows embedders to programmatically request heap snapshot from a running isolate group instead of relying on a vm-service or hidden internal Dart APIs Additionally we allow to include snapshot writing functionality into PRODUCT builds using DART_ENABLE_HEAP_SNAPSHOT_WRITER define.
